Noise Ordinance Quest
I am having the same problem. Please let me know if you figure it out.

In the top-right corner of the map are 3 bounty hunters that you can hire to help you fight the bandits. The first bomb will blow up when you try to take it to the drop off point. After that you will need to use your hero and bounty hunters to clear the way for the citizen to transport the bomb. The best way to do this is to have the guns go ahead a little way. After defeating a bandit move the citizen forward and then move onto the next bandit in the path making sure that you only move the citizen forward once the bandits in the way are defeated.

I get the TNT back to the red arrow but nothing happens and I can't get another one.

You have to hit the drop button on the lower right hand of screen. Then the guy will have more to sell you.

i did it with out killing any bandits...just sneak by using the southern route, go into the area and walk along the wall to the south then up the west side, just watch and wait for the bandits to start heading away from your path...the bandits come back really fast after u kill them off and while u r trying to kill the next ones, the ones u just killed will pop back up and scare ur citizen.

So you just have to work your way through the bandits without dropping the TNT? I've tried and tried, and I always drop the TNT somewhere.
