How do I get the blacksmith to make rails?

I'm on the level after the rat flu (can't remember what it's called but it's the one with boulders etc. on the track and bits of track missing and the bandits keep attacking the engine). In the main game the blacksmith has a speech bubble to enable you to buy track to get into the levels. I have fixed everything else on this level and built my blacksmith but I can't see how to get rails from him to fill the gaps,only pickaxes and axes.

The goal page doesn't help - it just says you need a blacksmith to fix the tracks and I have one.

just go to any character and go to the 3rd build and there will be rails to build each section costs 50g and 20 wood
