I don't build a fountain because it takes a lot more material than 2 fountains & 1 flowerbed, which equal the 50 happiness. most of the houses already have 3 stars, but if you have enuf materials left over, I keep upgrading the houses too. You have to work really fast, but if you pay attention & keep everything going, you should be able to get gold level.
