Are these 2 different subscriptions, or do you get tickets for being a funpass member?

Yep -- two different subscriptions:

FunPass: download as many games as you want and play them as long as you want. No time limits, no ads, full versions. When you cancel your subscription, you'll no longer be able to play the games. If you want, you can buy individual games at the discounted price -- this would allow you to play the game even if you're not connected to the internet or you cancel your FunPass subscription.

FunTicket: each month you get a ticket which allows you to download the full version of any game you want for free. The game is yours forever --- even if you cancel. If you want more than one game per month, you can buy additional games at the discounted price.
