My friends taught us that the skip bo card can be used as any number to start a build pile. for example, when there is an empty build pile spot, they say you can use the skip bo card as ANY number, say an 8, so you could use your 9.... it seems to me the rules say it can only be a one when there is an empty build pile is that right?
