Stuck on lvl 23
I too am having trouble with this level! I do know that you have to have the "real estate" building, that will allow you to buy anything. If it's not for sale you just have to pay more for it. My problem is I can't reach the goal in the time the goal says too!

What I don't understand is how you can have 500 guests around each mall when there are only seven potential lots and each residential hotel with three stars holds only 63 guests. The maximum number of guests around each is 441. Does the museum increase the number of guests that each can hold?
I know you need to build the workshop, train many workers, then destroy the building and build the real estate agency. But how to increase the number of guests. Hmmm?
This is a good game requiring lots of planning. I love it.

<spoiler> You can only have 500 guests temporarily but that's enough to meet the level's requirements. Make sure there's at least 250 guests at each mall, then just check out what your museum can do (its special ability).

you need to build the real estate agency. I generally build it in the upper right corner. The museum is key in getting the guests you need.

I know that I need to build 2 malls in the center of the two 9 square spots, a museum and the remainder need to be 3 star residential hotels... not a problem.
My problem is that the mall that is there, the 3 parks, and two of the hotels never go up for sale, nor are never available for sale when I click on them (sometimes you can buy them even if they don't go 'up for sale').
Is there a fluke in the programming?
