the ice machine doesn't re-appear until somewhere between level 13 & 15. then, it's next to room 302. the dining room platters are in the lobby to the right of the front desk, but I don't know why you can't get her to bring room service. does your trolley have enough spots open? until you upgrade, I think you can only carry 2 things at a time. Hope this helps!
