It says to make all buildings 3 star which I have except for the cave which is only 2 star but can't upgrade anymore. Says I still have one bldg remaining and can't find it. Any suggestions?

Took me a few minutes too. They mean everything... markets, buffets, etc. That's all I can suggest to you.
